山間地集落の実態とNPO活動の展開― 一関市大東町曽慶集落を例に― The actual situation of a community in a mountainous area and the development of NPO activity in this community A case study of Sogei community in Daito Town, Ichinoseki City 三浦, 隆博 岡田, 秀二 佐々木, 一也 NPO活動の中で欠かすことができないのが､集落の人々の活動である｡そこで本研究では､NPOが設立された地域における集落に着日し､NPOと集落やその他主体との間の課題を捉えようとした｡分析方法は､現状の把握のため､世界農林業センサス農業集落カードの分析を行った｡さらに､曽慶集落第4区にはアンケート調査を行った｡また､集落の人々には聞き取り調査を行った｡その結果､曽慶集落の兼業農家が増えるなど就業形態が変化した｡そのため､集 落活動･機能が低下した｡そして､高齢者の精神的な不安が増大した｡しかし､この集落の人々は､領域意識が強いため土地保全や共同での農林業の展開を考えている｡このような背景からNPOが設立した｡NPOの設立によりこの集落の人々の精神面の補完や地域資源の保全が成された｡その他にも､他地域の人々との新たなコミュニティが創出された｡ The involvement of the members of the community in which a non-profit organization(NPO) is established is indispensable. We investigated solutions for some problems faced by an NPO, the communities involved, and the other Organizations in the region where the NPO was established. One of the methods used in the study was an analysis of the world agriculture forestry census card. In addition, a questionnaire investigation and hearing research were conducted in the Sogei community. The results enabled us to determine the change in the form of employment-from independent or self-employed to employed-in the Sogei community. Therefore, it can be stated that the community activities have stagnated. As a result, the mental uneasiness of senior citizens has increased. However, the members of this community were eager to improve resource management and the agriculture and forestry work together. Therefore, this NPO was established to fulfill these aims. The NPO has been playing an important role in the development of a sustainable community and in resource management.
