河川別漁獲量国内第４位を占めるシジミを始めとする魚介類 - を周辺住民が第２次世界大戦前から生活必要資源として利用・管理し，人為的働きかけによって維持してきた“里地・里川”的二次自然，いわゆる「コモンズ」の典型例と言える。しかし戦後，特に高度経済成長期以降の社会変動の中で，ヨシに代表される自然資源の需要が急減する等，河口域を取り巻く状況の変化に合わせ，伝統的住民組織を中心とした資源の地域共同利用・管理体制も変容を迫られてきた。近年では環境意識の高まりを受け，新たな利用・管理システム構築が求められるようになっており，行政や新規住民・市民団体等による利用・管理体制作りも開始されている。また，北上川最下流に位置しているため，流域全体における水資源開発・都市化や上・中流域での森林管理体制の劇的な変化 - 手入れが不十分な山林面積増大 - 等の影響も受け，高水時に大量の流木やごみが流下する「濁流問題」が地域問題化した，流域からの生活雑排水流入に伴う水質悪化，河口堰稼動後の塩分濃度上昇による自然資源への影響が指摘されるなど，河口域自然生態系の維持・管理を流域全体の問題として考えていくことも必要となっている。こうした状況の中，河口域の自然資源をめぐっては，伝統的「地域共同管理」に基づく「コモンズ」的利用・管理システムと，「流域」を単位とした生態系管理（＝「流域管理」）の視点も交えた「共同管理」体制の再構築を目指した動向とが，関係を持ちつつ並存しているのが現状である。\n　本稿ではまず，ヨシ原を中心とした自然生態系・景観が，時代の変化に合わせつつ，どのように維持されてきたのか -
