Practices","bibliographic_titleLang":"en"}]}]},"item_41_date_6":{"attribute_name":"登録日","attribute_value_mlt":[{"subitem_date_issued_datetime":"2017-02-10"}]},"item_41_description_12":{"attribute_name":"Abstract","attribute_value_mlt":[{"subitem_description":"被災状況を深刻化させる主たる要因は、社会的脆弱性があることによる。他方で、三陸の地域には、減災に結びついたと考えられる一定の強靭性もみられる。被災直後から避難所運営の時に発揮された、地域の防災の文化である。こうした力が発揮されたために、犠牲はある程度おさえられた。もしこうした地域の力がなかったら、犠牲はもっと多かったに違いない。大地震後に避難誘導にあたった人がいた。津波浸水後に救助に向かった人がいた。避難所を運営し、救急活動に従事する人がいた。避難所でつかう各種物資が地域内の方がたから持ち寄られた。\nそこでの担い手は、消防団、地域の各種役職者である。こうした人たちの力が発揮された。この主な担い手は、第一次産業従事者や自営業層等であり、また地域に根差した事業所の従業員である。定年退職後も活力を維持している元役場の職員や安定的企業の元中間管理職者たちの存在も大きかった。こうした人たちのうち、前期高齢者でまだまだ元気な人たちの活躍が目立っている。要するに、高度成長期の新中間層である。\nこれに加えて、現役の公務員が地域ごとの災害対策の一翼を担った。地域に張り付いた公務員の典型は小学校の教職員である。小学校は地区の代表的な避難所であり、その避難所は多様な機能が配置された場所である。\nところが復興途上の今をみるがよい。小学校は統廃合により、以前にも増して急速に地域からなくなってしまいつつある。国家による誘導で、地域社会そのものの脆弱性は増しつつある。旧中間層は没落しつつあり、新中間層は崩壊しつつある。そして要となる小学校は統廃合により消滅してしまう。\n他方で、今後の防災は地域自主防災組織というかたちで取り組むようにと、国家により指示され、期待されている。地域社会の命の安全保障は、国家から地方自治体に丸投げされ、地方自治体（災害時に公務員では対応が間に合わないから）からコミュニティに丸投げされ、脆弱な地域社会の中で犠牲となる人は、自己責任による死（被災死自己責任）と片づけられてしまう。こうした関係性を明らかにすることは、社会病理学の重要なテーマの一つである。社会基盤の復興が地域社会の力の発揮と連動し、産業の復興が地域社会の担い手の充実と連動しなければ、コミュニティは再建できず、地域防災力も維持できない。\n復興事業は、被災地の地域社会をよりいっそう脆弱にしかねない。「復興災害」と呼ばれる現象が、地域社会全体を覆いかねないのである。","subitem_description_type":"Other"}]},"item_41_full_name_3":{"attribute_name":"著者別名","attribute_value_mlt":[{"nameIdentifiers":[{}],"names":[{"name":"MUGIKURA,
