Some trouble has also arisen between evacuees and host citizens. In considering the future lives of the evacuees, it is necessary to resolve confrontational relationships between them. This study clarified the factors of the conflict and issues for resolving the conflict by a case study of Iwaki City. It was revealed that trouble often occurs at the timing of the new life stat1ing.
