| 内容記述 | 近年水害が多発している。「水害統計」で戦後の水害被害金額の変化を追い、近年の動向を探った。被害金額の急増は、直轄河川の破堤や溢水が原因にあげられる。今日、水害は深刻・拡大化しているといえる。その原因は異常な降雨が原因なのか。確かに「経験しなかった豪雨」という言葉が幾度となく繰り返される状況が続いている。災害は地域が直面する社会、経済課題を映し出す。水害を天災とするのではなく、流域を一体として捉え直し今日の水害を分析した。直轄河川の氾濫は、その上流や支流に視野を広げることで、深刻化する実態が把握できる。上流・支流が流下する地域は、過疎地域に転じていることが多い。本稿では過疎地の水害に、水害の基本的枠組みを見ることが出来ると考え、過疎地域の水害のケーススタディを進めた。岩手県の水害を事例とする中で、過疎に悩む地域の脆弱性を把握するとともに、被害を最小に留めた住民の利他的行動や環境の変化への対応が注目された。過疎地の一次産業を取り巻く厳しい状況が、流域の保水・遊水機能を低下させていること、直轄河川の水害を引き起こす段階に達したことが、今日の水害の実態であるということが示唆された。これは国土保全にとって一次産業の在り方が深くかかわっているという大きな課題の提起となる。 | |||||||||

| 内容記述 | In recent years, flood disaster has occurred frequently. We traced changes in post-war flood damage costs, using the Statistics of Flood Damage, and explored the trends in recent years. The rapid increase in the amount of damage costs is attributed to levee breaches and flooding of the major rivers directly managed by the government (hereafter MRDMG). Today, it can be said that flood damage is serious and expanding. Is it because of the unusual rainfall? It is true that the phrase “unexperienced torrential rain” is being repeated over and over again. Disasters reflect the social and economic challenges in the area. Thus, rather than treating flood disaster as a natural one, we reconsidered the basin as a whole and analyzed today's flood disaster. By broadening our perspective to the upstream and tributaries of MRDMG, we can understand the seriousness of the flooding. Areas where upstream and tributaries run are often turned into depopulated areas. In this paper, we thought that we could see the basic framework of flood disaster in depopulated areas, and proceeded with a case study in a depopulated area. Using the flood damage in Iwate Prefecture as a case study, the altruistic behavior of the residents who minimized damage and their responses to environmental changes as well as the vulnerability of areas suffering from depopulation is found. It is also suggested that the severe situation surrounding the primary industry in the depopulated area is deteriorating the water retention and water storage functions of the river basin, and that the fact that it has reached the stage of causing flood damage to MRDMG is the actual state of today's flood disaster. | |||||||||
