Following the loss of transportation lines, the transportation infrastructure fell into the hands of municipalities who are unable to respond adequately.\nIn this study, we have examined the efforts undertaken by residents in Kuchinaicho, Kitakami City, Iwate Prefecture, to rebuild the transportation infrastructure, in order to clarify the relationship between various entities including local residents, government, NPO, etc. As a result, it was determined that while the locals do need to exert their independence, support by outside entities such as the government and NPO is also necessary in order to supplement the know-how or networking which local residents may be lacking.
