{"created":"2023-05-15T12:04:29.249950+00:00","id":9036,"links":{},"metadata":{"_buckets":{"deposit":"08b102fe-3fd0-41b7-ab78-b01ced9442d4"},"_deposit":{"created_by":3,"id":"9036","owners":[3],"pid":{"revision_id":0,"type":"depid","value":"9036"},"status":"published"},"_oai":{"id":"oai:iwate-u.repo.nii.ac.jp:00009036","sets":["1504:1506"]},"author_link":["71372","71374","71373","71371"],"item_41_alternative_title_23":{"attribute_name":"その他のタイトル","attribute_value_mlt":[{"subitem_alternative_title":"Investigation into the evacuation by warning during the disaster in Iwate-machi, Iwate Prefecture, Japan, on July 17, 2010"}]},"item_41_biblio_info_7":{"attribute_name":"書誌情報","attribute_value_mlt":[{"bibliographicIssueDates":{"bibliographicIssueDate":"2014-06-01","bibliographicIssueDateType":"Issued"},"bibliographicPageEnd":"116","bibliographicPageStart":"99","bibliographicVolumeNumber":"45","bibliographic_titles":[{"bibliographic_title":"岩手大学農学部演習林報告"}]}]},"item_41_date_6":{"attribute_name":"登録日","attribute_value_mlt":[{"subitem_date_issued_datetime":"2014-08-01"}]},"item_41_description_12":{"attribute_name":"Abstract","attribute_value_mlt":[{"subitem_description":"近年，ゲリラ豪雨と呼ばれるような局地的で短時間の豪雨が発生し，多くの被害を与えている。2010年7月17日の豪雨により，岩手県北部の岩手町を中心に山地崩壊，住宅への浸水や道路の損壊等が多く生じた。特に同町北部を流れる横沢川では土砂や流木，浸水被害が深刻であった。また，避難所への唯一の道路が寸断されることによる孤立世帯の発生，停電や携帯電話の不感地帯による通信の途絶など中山間地における災害の課題が浮かび上がった。そこで，岩手町横沢川流域の3地区を対象として住民アンケート及び聞き取り調査を実施し，災害時の意識・行動を分析した。\n調査の結果から，土石流は21時前に発生した。同時に大量の流木が流出し，横沢川本川に流れ込み，BOXカルバートに立木がつまり河道閉塞や道路が決壊した。今回の災害の大きな特徴のーつとして，避難がしたくてもできない状況であったということが挙げられる。これには早期避難ができなかったこと，避難路が危険な状態だったことが問題である。一方で、今回の災害は夜間に起きたが，横沢川の中上流域の多くの方々は外に出ず，家の2階などで豪雨が収まるのを待っていたことが，幸いにも人的被害を免れたことに繋がった。\n今回の豪雨におけるアンケート調査を通して，中山間地における避難所や避難路，情報伝達手段などの脆弱性が明らかとなった。これらの改善には積極的な行政の関与が必要となってくるが，このような問題を抱える地域は数多く存在すると考えられる。それを待つのはあまりに時間がかかりすぎ，現実味を帯びていない。いわゆるハード対策の限界を補うためにも，行政と住民の双方が努力する必要がある。","subitem_description_type":"Other"},{"subitem_description":"In recent years, a series of very short, localized torrential rainstorms, or what the Japanese have labeled \"guerrilla\" storms, have occurred in Japan. These storms have caused significant damage. As a result of heavy rainfall on July 17, 2010, in the center of Iwate-machi, a town in the northern part of Iwate Prefecture in Japan, landslides in mountain areas caused major damage, such as flooding of housing and damage to roads. Damage was particularly serious along the Yokosawa River, which runs through the northern part of the town, with serious sediment damage, driftwood, and flooding. In addition, many issues arise concerning natural disasters in mountainous regions. In this case, the only road to the evacuation center was cut off, isolating many houses, and a lack of communication occurred due to power outages in areas without mobile phone reception.
