本研究の課題として設定されたのは次の二点である。(1)エドワード期におけるイギリス社会経済構造の特質がいかなる実態をもっていたか。この点を諸階層の編成形態等の社会構造に関する同時代人の現状認識を中心に関係資料を用いて解明する。(2)当該期をヴィクトリア朝の経済的繁栄から現代イギリスの「経済的衰退」への転換期として位置付け、状況認識と政策的志向の具体的内容、そこに現れた矛盾の諸相を明らかにする。

エドワード期の雑誌、著書に掲載された社会経済構造に関する資料を検討する中で、そこに、相対立する二つの状況認識と政策的な志向が存在することを確認した。一方は「新保守主義的」な分析であり、社会構造の有機体的な把握のもとに、関税改革をもって社会再編成をしようとする「急進的保守主義者」ならびに「イギリス歴史学派」の議論であり、他方は、社会構造における根本的対立として、地主的・金融商業的諸利害と熟練労働者や工業ミドルクラスとの経済的対立を見て、後者の政治的主導による社会改革を志向する「新自由主義者」の議論である。こうした対立は、貿易問題をめぐるアシュリーとホブスンの議論の中に端的に見て取れる。

ところが、この二つの政策的路線は、それぞれの矛盾を抱えていた。関税改革は、「工業国家」としてのイギリス(帝国)を再建する策として提唱されたが、財政問題が展開する中で、それは「工業国家」諸利害に対立する「金融国家」諸利害に奉仕する政策として現れたのである。また、社会改革は自由党政府のもとで実施されたが、その財政的な基盤を「人民予算」として確保する中で、自らの政治基盤を狭めて行った。同時に、新自由主義の現状認識には、ホブスンの自由貿易論に現れているように、国内社会情勢把握とイギリスの対外的な地位に関する認識とが接合されていない、という隘路が存在していたのである。

The first purpose of this research is to examine some characteristics of social and economic structure in Edwardian England, and the second purpose is to make clear how various difficulties appeared in the historical process from Victorian economic prosperity to "economic decline" of the present age.

Two types of arguments came out about how they should appreciate or criticize Edwardian social conditions and what kinds of policies they should intend. On the one hand, "New Conservatism" of "Radical Conservatives" or "English Historical Economists" advocated a policy of Tariff Reform based on their understanding English society as an organic body. On the other hand, there was "New Liberalism" argument that attached great importance to confrontation between landed interests or financial/commercial interests and labor class - industrial middle class alliance and made a claim to Social Reform for the sake of the latter alliance. These policies, however, contained some difficulties of importance respectively. Tariff Reform that was asserted as a means of reconstructing "Industrial Nation", was to contribute various interests connected with "Financial Nation" in the face of People's Budget, while Liberal political basis was reduced because Liberal government had no way except introducing such a direct taxation measure as People's Budget with the object of carrying out Social Reform. And also "New Liberalism" tone of argument had inconsistency in itself, as Hobson's support of Free Trade contradicted his own criticism on Imperialism.
