| 内容記述 | The purpose of this paper is to analyze the characteristics and problems of the ‘door to door income compensation system' and to evaluate the system. The system is similar to the past rice policies in point of premising rice production adjustment，but it is diffrent from them in point of being guaranteed producer prices at certain fixed level. However, the producer price under this system does not compensate the cost of rice production， which reduces the participant of rice production adjustment， generates the overproduction of rice，falls rise market price，and increases government's spending for this system. In addition，lower subsidy prices for other crop productions on rice production adjustment fields are other factors of the overproduction of rice. To increase agricultural production and to enhance food self-sufficiency in Japan，the above points need to be improved. |
