| 内容記述 | 広域複合災害となった東日本大震災後に掲げられた「創造的復興」は，原発政策に関する議論を国民に開くことなく「今を生きる私たちすべてがこの大災害を自らのことと受け止め」ることを謳った。震災から13 年を経た原発事故被災地では，財界がかねてから要望してきた国家プロジェクトとしての復興が展開される一方で，市民社会には重層的分断が招かれている。本稿ではそれらを，①リスク認知と対処行動に伴う個々人間の分断，②非対称コンフリクトが生み出す被災者間の分断，③社会的文脈の操作が生み出す市民社会の分断という，3 つの階層で生じているものとして整理し，それらが原発事故後の対応過程の中で生み出されていることを明らかにする。 今日の日本社会が抱える問題は，災害後に熟議を通して描かれるべき自分たちの社会のあり方に関する政策決定過程に市民が接続しえないという，民主主義の崩壊とも言うべき事態が進行していることにある。災害後に垣間見られた市民の自発的「協働の場」は，社会変革の契機となりうる萌芽的実践である。こうした＜共＞の空間を取り戻し，自分たちの生存を自律的に守る基盤とするには，地域の人々の相互扶助的関係性に根ざした自治の実現が課題である。それこそが次なる災害時のショック・ドクトリンへの抵抗の足場となるのではないだろうか。 |

| 内容記述 | The purpose of this paper is to clarify how the post-earthquake reconstruction functioned as a "shock doctrine" in the name of "creative reconstruction," and to examine its relationship to the multilayered division of Japanese society following the nuclear accident. The "Creative Reconstruction" campaign that followed the Great East Japan Earthquake called for "all of us living today to accept this catastrophe as our own," without opening the public debates on nuclear power policy. Thirteen years after the earthquake, the areas affected by the nuclear accident are now undergoing reconstruction as a national project, in which the business community has been demanding since before the disaster, while civil society is suffering from a multilayered division. In this paper, we will examine the following three levels of division. (1) the vulnerability of individual human beings in terms of risk perception and coping behavior, (2) the fragmentation among disaster victims created by asymmetric conflicts, and (3) the disruption of civil society created by the manipulation of social context. I will show that these are created in the process of response after the nuclear accident. The problem facing Japanese society today is the inability of citizens to connect with the policymaking process to envision their own society through deliberation after a disaster, a situation that could be called a collapse of democracy. However, the spontaneous "association" of citizens seen after a disaster is a budding opportunity for social change. In order to regain such a space of "the common" and to make the basis of their own survival autonomous, the challenge is to realize self-governance rooted in mutually supportive relationships among local people. This will also provide a foothold for resisting the shock doctrine in the event of another disaster. |
