| 内容記述 | 近年，公共交通である乗合バス事業では不採算路線の増加のため，事業者の撤退・減便が進んでいる。路線撤退後の公共交通のあり方は基礎自治体に委ねられるが，十分な対応ができていない。そこで本研究では，住民主導の公共交通の再構築に取り組んでいる岩手県北上市口内地区の取組みを事例として，それに関わる地域住民・行政・NPOといった多様な主体の関係性を明らかにした。その結果，地域住民による主体性の発揮が必須であると同時に住民以外の主体である行政やNPOの支援が重要であり，地域住民には欠けているノウハウやネットワークを補う必要があるという結論に至った。交通分野においても，行政，企業，住民などの多様な主体の協働が求められている。 | |||||||||

| 内容記述 | Since the share-ride bus project designed as a transportation infrastructure failed to generate the anticipated profit, operators have been backing out and the frequency of buses has been reduced. Following the loss of transportation lines, the transportation infrastructure fell into the hands of municipalities who are unable to respond adequately. In this study, we have examined the efforts undertaken by residents in Kuchinaicho, Kitakami City, Iwate Prefecture, to rebuild the transportation infrastructure, in order to clarify the relationship between various entities including local residents, government, NPO, etc. As a result, it was determined that while the locals do need to exert their independence, support by outside entities such as the government and NPO is also necessary in order to supplement the know-how or networking which local residents may be lacking. Cooperation between the government, corporations, local residents, etc., is most desirable in the field of transportation. |
